As a Fish Culture Station Manager, you will lead a team in the operation of one of the province's nine fish culture stations. Ontario's Provincial Fish Culture Program cultures approximately 8 million fish a year, which are stocked into 2,000 water bodies across the province (including the Great Lakes) for the purposes of rehabilitation of degraded fish stocks and enhancing angling opportunities. About Fish and Wildlife Services Branch

Fish and Wildlife Services Branch (FWSB) focuses on the operational delivery of:

  • The provincial fish culture program.
  • Fish and wildlife licensing and client services.
  • Three Great Lakes Fisheries Management Units.

The branch provides front-line services to the public and provides oversight and business management of the Fish and Wildlife Special Purpose Account (FW SPA). All license fees, royalties and fines collected under the Fish and Wildlife Conservation Act go into the FW SPA to be used exclusively for fish and wildlife management.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of its business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry. You will contribute to the achievement of team goals by:

  • Manage and coordinate the delivery of the operational and technical aspects of the provincial fish culture program at two Fish Culture Stations for the section, in an organization with nine fish culture stations across the province.
  • Provide scientific, strategic advice and expertise in developing, transforming and implementing provincial fish culture programs.
  • Ensure the culture of fish by provincial hatcheries for stocking public waters is based on sound science, ecologically sustainable and environmentally sound practices by participating in provincial task teams and committees.
  • Develop and implement provincial fish production plans by planning and coordinating the identification of stocking requirements and the production of fish for stocking into public waters. Maintain strong communications and linkages with fisheries management and science staff, other clients to ensure that hatchery fish produced are of the quantity and quality, (e.g., size, genetic stock and health), required for stocking objectives.
  • Lead the acquisition, upgrade, and maintenance of capital assets, includes fleet, equipment, property, and facility(ies) at multiple fish culture station sites.
  • Develop station(s) work planning process, budgeting and expenditure control, in-year reporting and control, determines and implements cost reductions.
  • Liaises with government agencies, game and fish clubs, tourist associations, and universities to plan and coordinate the operational delivery of the programs.

What you bring to the team

Leadership and Managerial Skills:

  • Lead and manage a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
  • Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning.
  • Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
  • Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
  • Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Technical Knowledge:

  • Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.
  • Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.
  • Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.
  • Expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
  • Relevant legislation such as Fish & Wildlife Conservation Act, Ontario Water Resources Act, Environmental Assessment Act, Federal Fisheries Act, Species at Risk Act, Environmental Bill of Rights.

Program Planning and Analytical Skills:

  • Evaluates the consequences of applying or revising guidelines, standards or new processes related to the provincial fish culture program.
  • Identifies new science needs required to support policy and program development, analyzes delivery issues, performs program assessments and evaluations, and recommends business solutions/improvement.
  • Analyzes and evaluates to determine priorities amongst conflicting demands and the impacts of applying or revising guidelines, standards or new processes related to the provincial fish culture program.

Communication and Interpersonal Skills:

  • Develop and maintain partnerships with government agencies at local, provincial and national level and non-government organizations. Chairs or participates on section, ministry and interagency committees and task teams.
  • Represents the ministry on provincial, federal/provincial and bi-national conferences, working groups and committees to provide strategic advice and expertise and to represent the ministries position.
  • Creates co-operative partnerships with private and public sector, educational institutions, colleges and universities.
