Position Summary:
The Director of Operations & Administration is responsible for the overall direction of the corporate services that hold the organization together —information technology, records and information management, membership, quality assurance, and policy, governance and audit support. The incumbent ensures that CLFN operates on consistent, documented and defensible administrative systems, and is the Executive Director's principal support on internal operations. He/she is accountable to the Executive Director.
The finance function is not held by this position. This Director works alongside the Chief Financial Officer on payroll administration, procurement systems and internal administrative controls, but does not supervise finance.

Qualifications:
• Bachelor’s degree in business administration, public administration, commerce or a related field.
• 8–12 years of progressive experience in administration or corporate services, including at least 5 years in management.
• Experience with budget planning, organizational administration and staff management.
• Experience in a First Nations, public sector or local government environment.
• Experience in policy or by-law development is an asset.
• Strong leadership, communication, organizational and problem-solving skills.
• Knowledge of governance, records management, information technology, cybersecurity and privacy requirements.
• Ability to manage competing priorities and exercise sound judgment and discretion.
• Knowledge of CLFN’s rules, procedures and organizational structure.
• Fluency in English; Cree or Ojibway is an asset.
• Valid driver’s licence and ability to travel as required.

Duties and Responsibilities
• Lead the development and implementation of the corporate services and administration plan.
• Oversee information technology, records management, membership, quality assurance, policy, governance and audit support.
• Lead the development, review and maintenance of CLFN policies, by-laws and administrative procedures.
• Monitor operational performance and provide reports and recommendations to the Executive Director and Council.
• Develop and manage the sector budget and approve expenditures within delegated authority.
• Work with the Chief Financial Officer on payroll administration, procurement systems and internal controls.
• Ensure compliance with applicable legislation, funding agreements, Council resolutions, policies and contracts.
• Oversee quality management and continuous improvement initiatives.
• Build effective relationships with government agencies, auditors, legal counsel, tribal council services and other external partners.
• Provide leadership, direction and coaching to corporate services staff.
• Support the Executive Director with Council materials, committees, organizational reporting and corporate initiatives.
• Serve as Lead Supervisor in rotation during the absence of the Executive Director, as delegated.
