Children's Services Manager
The District of Timiskaming Social Services Administration Board supports individuals in need throughout our communities by delivering Children’s Services, Emergency Medical Services, Ontario Works, and Housing Services through the effective use of available resources and in the best interest of the individuals we support. The DTSSAB is the service system manager for District childcare agencies that provide licensed childcare, private home childcare, special needs resourcing, before and after school programs, and EarlyON family resource centre programs. The DTSSAB also provides oversight for additional Early Learning programs.
We are seeking a strong people leader to manage and support the DTSSAB’s Children’s Services team, with experience in system administration to lead the Child Care and Early Learning System within the District of Timiskaming.
The Children’s Services Manager reports to the Chief Administrative Officer and is responsible for the overall provision of effective, client-centered, Children’s Services across the District, compliant with Provincial policy, legislation, and service contract requirements, and also in accordance with the DTSSAB’s mission and vision. The Manager is responsible for planning, distributing, and managing various funding streams and subsidy allocations, service contracts for Child Care and Early Years programs, as well as implementing priorities and ensuring that system accountabilities are met.
The incumbent is responsible for effective leadership and support to the Children’s Services team, defining program goals and objectives, monitoring employee performance and outcomes, as well as implementing policies and best practices. As a senior leader, the Manager also contributes towards broader organizational strategies, goals, and decision-making.
This position monitors quality assurance plans, oversees fee subsidy and special needs resourcing, as well as general operating grants, monitors financial reports, budgets, and payment schedules, ensures the accuracy of Ministry of Education reporting requirements, develops guidelines and policies, supports Child Care and Early Years programs, including EarlyON centres, as well as provides administrative supports to licensed childcare programs. The Manager works with community partners, school boards, agencies, and various levels of government to plan, develop and implement early years plans, programs and services that reflect a community approach, as well as which integrate cultural and linguistic considerations for Francophone and Indigenous childcare.
Additionally, in this role the Children’s Services Manager will apply leadership competencies to:
Set the program’s vision and strategy. Innovate and effectively manage change, in accordance with organizational objectives
Anticipate future needs, opportunities or changes and regularly review the CS Team’s actions against strategy and direction
Develop key partnerships and help team members build key relationships and networks inside and outside the organization
Enable progress, as well as make and implement strategic decisions based on organizational values, data and experience
Help create an environment that fosters effective work processes, with accountabilities integrated into policies and practices
Demonstrated competencies and experience:
Proven leadership behaviours and qualities, collaborative work style, strong people-orientation, exemplified work ethics, positive staff interrelations, demonstrated contributions to improving workplace culture and team cohesiveness
Five (5) years of relevant administrative, leadership and project management experience, preferably related to Children’s Services, demonstrating key leadership competencies, including success in directly managing complex funding envelopes. Appropriate academic credentials. An equivalent combination of experience and education will be considered
Knowledge of the Children’s Services program, delivery of licensed childcare, special needs resourcing, family support services, community resources, as well as working knowledge of related legislation governing Child Care and Early Years Services
Demonstrated ability to earn the trust of others based on respect, professionalism, positivity, integrity, and humility; proven relationship and team building skills to collaborate effectively with internal team members and external stakeholders
A high level of situational awareness, emotional intelligence, consideration, and the ability to embrace and promote diversity

Experience successfully working with multiple stakeholders to build on system strengths and assets towards a shared vision
Proven attention to detail, driven by quality standards, as well as excellent time management practices and organizational skills
Experience in understanding, interpreting, and applying legislation, regulations, policies, and standards
Advanced computer proficiency and the ability to develop technical knowledge of relevant applications used
The ability and willingness to travel regularly throughout the district regularly, as frequent travel is required
Bilingualism (fluency and proficiency in verbal and written French and English communication) is an asset
2022 salary is from $87,092 to $105,077 (commensurate with qualifications), with competitive benefits and an OMERS pension.
